They are straw coloured with the end tip painted pink, cuts with a hacksaw 1/8"dia quite hard to bend. when I got them I was told they were eutectic 181 hardfacing rods came from a wheelchair manufacturer they seem quite springy.

Just a question, Why would any part in a wheelchair require hardfacing?
More than likely brass/bronze As posh wheelchairs are/were chromoly

Wheelchairs at the time I was given them were made by government owned co. with Reynolds 531 tubing and all brazed joints. There is no part of the wheel chair that required hard facing but they did contract work at the time for other factories,, it could be something left over from that.

Cupronickel/Cunife/Monel rods burn like 7018s from what I've heard

Now, we are talking 30years ago but birth wowou say the big copper elecrodese I used (only one job on big copper plate work for fashion chemicch plant ) burned way nicer than anything i have ever used. So well thatst let's face it i remember.

What length are they?

18"

They are DEFINITELY NOT hardfacing.........the 181 contains 20% Silver so unless you really need them probably best to weigh them in. Dont know what the 183 is but their numbering system is such that they will be similar. They use the name CASTOLIN in most countries.

As a guide 1.5mm dia, 500mm long 18% silver rods, are around £4 each when bought in small (packs of 5 rods) quantities, where I get mine for my model engineering needs.
