If you can leave it somewhere safe from the welding sparks etc. with the top off, a lot of the thinners & petrol will evaporate off...

I gave up burning waste oil for heating a while ago. Used a similar setup to above but didn't like dealing with topping it up. If still lit, it was just dangerous and when out and cold, the thought of what's in the ash is not nice. A drip fed system would probably work better but require constant tweaking and still have some nasty ash. Now a portion goes on oiling things for winter storage but mostly gets recycled. As said, waste oil has a value. Most places take it for free. Even some supermarkets. If you can find a buyer and collect enough, they may even collect it for you.

Why don't you do a flyby at the local tip and get the lay of the land (take some scrap wood or cardboard boxes as an excuse)?
At our tip, the waste oil bit is a good 100ft away from where all the workies are, probably because it's the least pleasant part of the site. I could be pouring antifreeze, moose pee and liquid nitrogen into the waste oil drum and nobody would pay any attention.
