if you are having problems and all coils measure fine, the carbons are fine then suspect the avr they dont like being overloaded

the problem is i am getting about 10V across the brushes and the voltage between the wires on the block if that's what you mean by coils L1 and L2 about 3V and it's the same on R1 and R2 which is a pity because that's a nice Jenny
the one that in bits on the bench is reading around the right voltage but still low on power so I might try getting a capacitor for that one
i doubt very much that both cutouts would have failed as there is only ever 1 used at any time due to 1 being there for each voltage, if there is no power at all 110 or 230 then there will be a fault common to both ie changeover switch, field coils burnt out, diodes blown / fell off, armature burnt out or capacitor
