Generator problem.

The volts on my 3 phase 20 kva ish generator are going from 30 to 300 volts and back again constantly. Will this be the avr?

Is the behaviour observed under load, or no-load condition? Is the engine RPM more or less constant, or does it also fluctuate wildly? The AVR is a likely candidate, but there could be other causes, loose connections, for example. If under load, is the load more or less equal on all three phases?
