dont worry about the council.... explain that you opened it for building work & thought this better than refencing
worse thay can do is tell you not to use it, or apply for planning for dropped kerb

AFAIK you do not need planning to reinstate anything unless it was removed as part of a previous planning application, or is an illegal develpoment.
as the remainder of the fence ( and adjoining fences?) is that high I dont see how they can realisticly enforce it unless they require everyone to do the same

I have just got my neighbour round to show him this he has read this thread from start to finish he is a warwickshire building inspector(they are very strict)
He said that every council is different but he states that it does not apply to re-instating a structure that has been removed for either access or renovation of the property.Planning permision is only required for new fences above 3'3".
He did say that they may frown at the fact that you have change usage but from the picture you have shown it is in keeping with the surround area.

Thanks for that - it's appreciated - as far as the usage goes I only intend to use them maybe once or twice per year - in extending the garage I lost side access to the rear garden so lobbing bags of garden rubbish over a fence didn't seem like a great idea.
I got home to find a request from the post office to collect a registered letter and as I'm not expecting anything I reckon it's the opening salvo!!

It sounds like your neighbour is a grade A knob!
How about not collecting it?, you could genuinely say you have not recieved any correspondence!

or call teh feds & tell them someone is prowling round the back of your house with a camera?

I'm impressed that my workmanship could result in that sort of attention
At this point i would knock on your neighbours door & ask very nicely if they require you to pose in front of the new fence for there photoshoot!
Then stand back & gauge there reaction then return to your house laughing all the way
