I just finished making a gate that has steps built in for a stile. The steps on the roadway side automaticaly fold up when the gate opens to give a bit more room.
The stile is built in because the gate is on a footpath and the bloke who owns the place wants to keep the gate locked.
He's had a bit of grief from the council about it all and the bloke in charge of rights of way gave him some info about gates with stiles so this is what i came up with.

Making the gate with50x50x3 For the outside and 40x40x3 for the other horizontal bars.
Seting out the fixed steps with diagonals to strengthen it all up a bit.
The folding steps
The steps are operated by the round bar on the bottom.
A bit of paint
They fold up so there is only 2-3 inches sticking out.
I thought i could get away with two steps but when i fitted the gate last weekend the bottom step was too high so i had to make some more steps and fitted them today. The lower gate will be removed if this one is ok.
The steps just starting to fold as the gate gets opened.
I had to dig away a bit of the bank to give room for the fixed steps
The gate fully open..the step i bodged on today doesn't quite fold the same as the others but will probably be ok.
The bar to lift the steps is rotated as it rides over a plate welded on near the hinge. I have also covered the steps with a bit of mesh to give a bit more grip it looks a bit rough as it was a bit of an afterthought.
The locking side of the gate sits on a plate when it's closed so all the weight isn't taken by the hinged end.
