I found a place near me where they hire Y size bottles of gas for £78 per year and £38 per refill, is this a fare deal?

Popped you into the shielding gas section. BOC's volkzone deal is cheaper than that (see the sticky in this section) and there are even more competitive suppliers for lower usage in the gas price spreadsheet (link at the top).

I also opted for the BOC- Volkzone offer. My local Air Products (or is it Air Liquide?) supplier charges 38p + Vat daily rental and £67+ Vat refill for a size X10 bottle

I didn't bother asking about the bigger ones.
