Propane bottles have a pressure release valve but they still manage to explode. The problem is when the gas is partially expelled and air gets in, this gives an explosive mixture.
I remember an experiment at school when we filled a tin which had a small hole in the lid with coal gas, lit the escaping gas and after a while the lid was blown off. This is the point where air gets in and forms an explosive mixture.
