Does that refer to average volts?

looks like it,

2v is ignition on engine off I guess

and 10.9v peak when you receive a pulse.

no idea how average would be 14.6 though

Pulse to the tachometer, low, high, hence the waves, and frequency.

I don't want to cast aspersions on your £25 oscilloscope.... but those numbers don't make a lot of sense to me - i don't see how you could get that vavr and vrms figures with those min and max figures.

A lump hammer , surely your being polite , I have two and a third one somewhere, baby sledge ,and ball pein from large to baby, not forgeting several copper/hide mallets from back in the day when I was an armature winder, still usefull though.
