You could if you could then find a spark willing to test, certify and register the installation with the local building control (for part P)...
That electrician then becomes responsible (legally) for your work, very few electricians are willing to become legally responsible for a novices work for obvious reasons.
The quote seems bang on for the work he'll be doing. He may have said you need a new CU as your existing one doesn't meet the current regs so he can't add to it, having a spare space in your existing CU doesn't always mean you can use it.
this is not allowed under part P. the only people who can do third party inspection is building control
