A little pot of some miracle goo would save me a tidy few quid and a lot of time Gaz, thats if there is such a thing.

I would use a two part epoxy adhesive.
how about a nut and bolt through the lot side to side , then call it anti vibe or the likes ,,,

Wire lock is the stuff I use for ends. You need it scrupulously clean and it works by having a ‘broom’ of wire in a certain way to give it something to grab.
Might work but I tried to cast a block of leftover once just because and it was quite brittle.
I’d look at Hysol Bob. It’s structural adhesive for aircraft and bonds most things.
What about fibreglass resin?

Epoxy. JB weld or similar metal filled is the strongest. Roughen everything first though.
Also very good is Isopon P40. Used to use it to install drive shafts in RC boats. That was stainless to fibreglass bonding.
I bet plastic padding type elastic would also work well.

Some sort of hard industrial silicone, Hard"ish" but slight flexibility ? We used to use a silicone sealer to fit the top covers on really big axial floe compressors, It looked just like "red lead paint" and only needed ,a few drops of hardener when mixing. From memory it was called silicone 101.

JB Weld will work out expensive. You'd need one packet per sledge.
On the 'elastic' theme, there are flexible epoxy resins available, e.g. https://www.easycomposites.co.uk/ef80-flexible-epoxy-resin Maybe give them a call and see if they have something suitable.
On the plastic padding idea, maybe the filler designed for plastic bumpers would work.
A lot depends on if you need a semi-solid product or a pourable product.

I retired from making hammers the other week, but the resin we used is a 2 part that was created for the job by a specialist company. My ex boss wouldn't sell you the resin, but you can send the hammers/axes to them and they'll rehandle them. I don't know the cost, but it's not extortionate (a lot less than a new hammer) and at least you'll know they are safely attached. 28lb sledges are the heaviest they do, the resin is designed to both stick and absorb the impacts you really don't want a head coming loose.
