ive heard an old wives tale that if you wear safety clear glasses then if you get a flash you wont get arc eye is this right

No. Absolute tosh!
Well, yes and no. Polycarbonate safety glasses will absorb UV, which is the main cause of arc eye (burning of tissue), so will protect you from reflected flash, but not direct.
The other cause is the extreme bright light which damages rods and cones on the retina. This can only be prevented by the correct welding shade.

ive had it really bad twice
the first time i woke up at 3am panicking, splashing water in them etc
the second time it happened, i just kept my eyes shut and slept it off, i had crusty eyes but by keeping them shut my tear ducts must have flushed my eye clean(ish)

That's actually how most people get arc-burn of the eyes.
They never look directly at the arc but look at the reflecded light, remember it's pure UV-A,B,C light.
the Arc while welding is like sitting 3 feet away from the sun.
I've been told about Fiji welders never welding with helmets and had their eyes checked out and they had purple specs/dots/burns all over their eyes, that's extreme damage.
You'd get away with it so many times before it gets you.
I've never had it myself but I always protect my eyes, as for the safty glasses... yeah they help with reducing reflecded arc light but it's not clear but smoke or dark safty glasses.

Just as an aside to this topic, my old welding teacher at college when I were a lad was an ex swan hunters shipyard welder, and he always told us if you do get arc eye so bad you can't keep em closed or open and it feels like someone has poured hot sand into them, take a couple of used damp tea bags and place them over your eyelids, guess what............it works ....... well it got me a good nights sleep after my first real bad case when I was about 18, something to do with the tannings in the tea, doesn't cure the arc eye as such, but cools your eyes down so you can at least keep em closed and get some sleep.......

Ouch! burnt my mouth last time....both my lips cos the slag burnt into it, and then my tongue when i tried to get it off...
