Ratty is the one to answer this. She has a fettish for epoxy!
?? Do you mean you have a ball of elastic bands that you want to saturate in resin? The problem you will have is no resin will easily - if ever - bond to rubber. Elastic bands are usually made of latex which is a natural rubber (from trees), latex is also used to make moulds for casting resin objects because it has natural release properties. No resin will 'melt' rubber bands, it just won't stick, also if it is a ball of rubber bands, there will be no room for anything to get in! Or do you mean you want to cast a ball which has r'bands suspended/encapsulated? Maybe you just want to bond the bans together, the best thing for bonding latex is..more latex..however, rubber bands are vulcanised and I'm not sure even latex will bond them very succesfully. There are certain cyanoacrylates which are designed for bonding rubbers although - again - not sure this includes latex.resin i could use to coat layers of an elastic band in that would harden the ball enough for me to cut the top off of it?
