Direct electric heating is probably the most expensive option, as much insulation as you can get in is a good place to start as its a one off spend and reduces the heat loss to a minimum. Think of cavity insulation, decent amount of loft insulation, draft proofing etc.
Ground Source Heat Pumps are good if installed correctly and can be a nightmare if not, the best efficiency is obtained by running the indoor side as cool as possible so it works well with underfloor heating or over sized radiators. Pellet boilers can also be a pain in the @rse if poorly installed and need a decent size dry storage area.
