Well, I presume that these were done as a strip and then just inserted with each end butting up against each other, rather than trying to cut a perfectly sized ring and fitting it within the housing. There may be a risk of dust migration along the seam, but I would think it is minimal.

Allot of this stuff was done "Back in the Day" with Steel rule or "Dinking" dies.

Most likely punched out with a flypress. It's why I asked really in case the OP needs a hand...

<edit> a feature I haven't experimented with yet is a press knife. Like a cookie cutter. Only if you want several dozen of them, else use the next nearest punch(es).

Steel cutting blades embedded into a holding plate and just pressed out if you wanted lots.
Cut the joint at an angle and slightly longer piece than needed for a better seal.

You can get A4 packs of coloured felt from B&M too, I believe. In the stationery section.

HOWEVER, when I tried they would not ship overseas. I did not establish whether this was a general policy or whether it was just for felt.

I'm utterly certain they used to, but at a price which wasn't cheap.
They stopped offering the overseas postage about ten years ago.
Nowadays I just get them to send stuff to my US forwarder in Delaware, but only worth it if the items aren't available in Europe at all or are at huge price locally.
Example: I needed 8 throttle shaft seals.
From Yamaha or Suzuki, they would be between 40 to 50 quid to my door.
From McM-C, they were a tenner for a hundred, and about 20 quid forwarding, no import chage.
