No its not normal. Have you got the wheel spacers fitted correctly in the right places? I would unbolt the brake caliper and remove it away from the disc and spin the wheel to be doubly sure that it isnt the brakes rubbing.

It will be a preloaded bearing so the tightness will make no odds.

Also, does the spindle have two thicknesses with a step from thick to thin. Some spindles are like this and the thick part also acts as a spacer. Is the spindle fitted from the correct side? how tight was it to get the spindle through the bearings when fitting. A lubed spindle may ned a gentle tap to get it through but you shouldnt need to beat it.
I've spun the wheel with the caliper off and it's still the same. It's as smooth as anything to rotate the wheel it's just tight, compared to the other side (which is not a new bearing) as when I grab hold of the wheel and spin it, it will spin on it own a couple of times but if I do the same to the side with the new bearing it will only do about a quater of a turn.

Torque it to the specified figure and it will loosen up when the bearing beds in if it is a straight bearing. It is normal.

overtightening the driveshaft nut will make the bearing tight/bind causing premature failure. I just done a boxer that is similar. The torque will be about 350-400 Nm this is critical I use a calibrated torque wrench. Just undo the nut a tad then try spinning wheel by hand. There is a " dimple" you knock in with a punch to lock the nut to the drive shaft.

Is a "Ducato" front wheel drive, next question is it a tapered bearing or roller one piece bearing, if a roller bearing did you press it into the bearing carrier, and when you pressed the hub back in did you support the centre race? if not you may have nipped the bearing! it may press back slightly and become free again
take the hub unit back out with no driveshaft in the only resistance that should be felt will be the new grease seals on the bearing!!!
