Stevo has it spot on, it's for when your tap drips constantly because the seat for the washer has worn badly in parts and no longer seals, even with a new washer

But they still make the tool. A lot of brass garden and site taps have flat washers. I have used this on a few to just de scale the seat before fitting a new washer.
The worse are the cheep taps fitted to the water tank on dry and wet risers pumps I have used. No maintiance and then you can get blow back into the tank if you mess up on the valves and pump.

The tank drain taps nearly always leak.

Don't get me started on taps, only last year I learnt about inserts/ceramic washers that my kitchen sink has, I had them totally apart and used tooth paste and flat blocks to polish them, worked for a while but the slight drip returned.
I'd buy new inserts but there are so many different ones, it's a minefield,.....last time I looked, I couldn't find one to match.

I have a kit with about 30 different types, just refill as you use. Generally use the same 3 types mostly but it’s nice having the oddball ones

My local plumbing shop did say that he's got a similar case/kit under the counter, he said that I probably have a 50/50 chance of finding one that will fit. Lol
