Does anybody know what this tool is

got this tool with my first lathe in a box of bits but no idea what it is or what it's for but looks expensive!

Has "JWTS" or "JWIS" not sure which it's meant to read! Stamped on the main body

Looks like a parting blade holder but has a round shank so not likely

It has 2 sets of dies?

Any ideas?

if that die with the 2 going to the screw changes to another position I would say it is a chain riveter
