Looks like a clean break where there's a pebble. Not unusual for these hand made bricks to develop cracks right after firing and the surface of the crack is not as flaky as it might seem.
Devil's advocate, remove the lot and recast in concrete. Paint.

Clamped up with a nice squeeze out.
Bit of gaffa tape in case of drips (there were none).
I am pretty confident it will hold. I will mix up a tiny bit of mortar once the adhesive has fully cured, just for cosmetics. Used CT1 thanks to the recommendations here.
As an aside, I noticed a sash cord has broken on this window so there will be another little job for me to get on with among a fair few other joblets for this property...
