They would certainly give a toss if anybody was hurt, like you, for example.... I spent some time in the South and watched things change from não faz mal to a quite tightly controlled system.(in theory..)Then it looks like no one gives a toss then...
The bloke who didn't give a toss was your sparky and deserves to get his knuckles rapped. A friend down there tried to get local licenses, but found, as a Brit, that the system was loaded against him. So he operated under the umbrella of a friendly local spark that trusted his work. I used to do quite a lot of single and three phase systems as a result of my metal work business and sorting others equipement. I was probably sailing a bit close to the wind on some of it though.
