Your beads look cold, just sitting on the plate with little or no fusion, looking at the pointed shape of the ripples you are moving too fast, and /or the torch angle is too low,
i think i was moving to fast but i did a test piece which i destruction tested and also cut n acid dipped,penetration was fine just trying different visual finishes
On structural I like to see nice even welds with well wetted in corners and even leg length. You can play about as much as you like on non structural but you've got to keep in mind the loads the finished item will be subjected to.
It looks like you are weaving the torch backwards and forwards plus as Paul says the weld looks far too built up on the surface with a poor transition at the toes, they would fail on visual appearance alone, sorry fella
