Standard controller has two modes.
Thermostat, and fixed output (aka Hz mode).
How good the thermostat function is really depends on where the controller is in relation to the heater, as the thermistor is built into the controller.
Fixed output sets the fuel pump frequency, hence it's set in Hertz.
It's been a while since I've used an original Chinese controller, but IIRC they default to fixed/Hz mode whenever you turn them on.
