On the ceiling there is some paint that has peeled and bubbled up (see image).
This has happened in two places and is about the same size on both. The house is about 30 years old and the ceiling looks like it was done some time ago. The affected area scraped away very easily leaving what appears to be sound paint underneath, the surrounding area seems sound.
I've washed the area with sugar soap and rinsed and wiped dry. I was planning to now give the whole ceiling a sand then paint over as normal, but just concerned what the cause of the bubbling was? Should I go over with Zinser BIN?
