If he's is not intending cutting anything thick an EDMA hand nibbler is worth a try.

In case anyone, like me, is thinking "EDMA ? not Monodex ? shureley shome mishtake?", I found this:

They are great on mild steel as well, but as said it easy to snap a blade if you get too enthusiastic.

Jigsaw with progressor type blades works nice on ally, should be fine on copper.

I use aviation snips like these for my copper work. They are pretty easy on the hand. https://www.screwfix.com/p/midwest-right-offset-aviation-snips-9-246mm/177ht .
They come in left, right & straight, although you can do any cut with them, it just makes the designated cut easier.

I break about one a year, almost always trying to cut a very tight curve. I must be really ham-fisted.

I just purchased a battery powered shear from Lidl. It may do curves but it’s marketed for things like carpet tiles, leather, cardboard etc but I stuck 10mm foam board through it last night. It has a flat faced blade with maybe 8 flat faces which spins at 700rpm passing an anvil.

They’re down to £24 I think. Only downside you have to buy the charger and battery for £11.
