You would not be able to strike and maintain an arc using plain copper (or any other metal) rod. A celulose electrode with the juice cranked up perhaps, but a DIY set would not cope.
Thin cutting disc 9" grinder, be done before anybody has time to complain. W/A

I have gas so noise aint a problem, just go for it with the angle grinder and sod the noise.
I live in a council flat and have been know to have projects on the go, like cutting up a rover metro in the car park, major chassis repairs on a ford transit mk11 dropside, I have dismembered a plastic pig for the chassis to make a trike had various bits of engine and motor strewn about the place.
The other residents have complained like crazy and I have a file full of dear john letters from the housing association, I have calmed down here now I do most of my repairs at a friends farm so no problems.
I have also had moans because I run a 4x4 but when we had the snow all these moaners were the first ones to ask for a lift round tescos as no one else could get out of the carpark, my initial reaction was to tell them to stuff emselves, but I now have a few browny points to fall back on sometime maybe that recovery bumper on the disco will get done sometime soon.
