You could use a freezer compressor to pump up a few 47 kg cyl during the day (will take hrs) but silent, then you could use a plasma for a while with the stored air +the compressor running, you could use two or three freezer compressors at the same time whilst using the plasma!!

I used several fridge compressors to charge a load of gas bottles overnight on Economy 7. Got an hour's blasting from it and a warm office in the morning!

Oxy/acetylene or plasma cutter you're still gonna need some kind of grinder to finish them off?
do as most do in residential area workshops and do the noisy stuff as early as possible then quieter stuff later.

Have you heard the noise from them needles clashing together, my Gran deafened herself from it, she used to have smoke comin off em!.
