Yes but a traditional PAT test is not the most appropriate test, in the example, all this elaborate test tells me is the earth has continuity between the earth pin in the 32a 3 phase plug and the case. Not that the cable is hanging half out of the motor and full of wood shavings.actually fixed stuff does need testing..

ISITEE = In-service Inspection and Testing of Electrical Equipment is issued by The Institution of Engineering and Technology not the HSE.
It's something I need to spend some time on again.
HSE documents basically fall back to "The Electricity at Work Regulations 1989" as the main ruling in that law simply requires an employer to ensure that their electrical equipment is maintained in order to prevent danger. There is no legal requirement to PAT test just to maintain, inspect and keep records.
