I have heard of the metal spray coming off the shaft, and that its sort of old hat now, could be wrong. The steel must be very soft to allow a rubber garter seal to wear it away that much. If it were mine when the work was done, i would have it nitrided.
You'd be surprised just how quick steel will wear under a seal - or maybe you aren't if you would nitride it ;-) . Anything I design needing a seal running on it is hardened to cope, together with a specific surface finish, depending on seal recommendations - you want to keep the oil in, but allow just enough to leak to lube the seal rubbing edge(s).
