I have heard of the metal spray coming off the shaft, and that its sort of old hat now, could be wrong. The steel must be very soft to allow a rubber garter seal to wear it away that much. If it were mine when the work was done, i would have it nitrided.

You'd be surprised just how quick steel will wear under a seal - or maybe you aren't if you would nitride it ;-) . Anything I design needing a seal running on it is hardened to cope, together with a specific surface finish, depending on seal recommendations - you want to keep the oil in, but allow just enough to leak to lube the seal rubbing edge(s).

On page 1 someone suggested speedi sleeves, made for exactly that job, the flange goes against the inner race so I can't see the problem. If there is, some similar sleeves don't have a flange. Check out if a sleeve is available in that size.

I wonder if the OP ever got it fixed?

If someone put that in my hand I'd give it back finished a couple of hours later. I'd turn the journal down a couple of mm, turn a sleeve with a tight ID, heat it, shrink it on then turn it back to the finished size. It wouldn't interfere with the fit because it would end up the same size as the original.

Not suggesting you wouldn’t Pete. Id check to make sure its not bent first, or you’ll end up turning them down again after you’ve straighten it out.

I saw something about laser welding for jobs like this, they put really accurate tiny beads on and they recon
with very little heat input. It all looked very fancy, I would read that as looks very expensive.
