Or if there is enough depth, just put a scread down 50mm is all you nead, prime with a cement slurry, (straight cement water mix)
PVA glue, in a bucket of water would be the cheep option, and the standard builders option of sealing dust in........
Not waterproof though is it??
dry yes, Its only a stop gap option but it will stop dust from through, when I did the building work on my house I used it to seal everything from, the kitchen floor prior to tiling to, bonding up before plastering and even mixing a bit with the wash coat before painting, universal stuff, non toxic, and doesn't react with anything you may do in the future, ie rescread the floor.....
