I just repaired one for a friend, the same symptoms, it turned out the bearings in the clutch were worn.
Apparently it's a non serviceable item but if you drill out the rivets and separate the parts you can push out the bearing.
The problem then is locking the bearing into the pressed steel housing, I carefully chiselled 3 lugs with a sharp fine chisel and used plenty of bearing lock.

Yes-you are in Powys, Wales, nick a couple of sheep and sell the mower
I had sumthin similar on a budget ride on, the blades were crudded up because the city boy muppet had not cleaned the blade hood out before winter storage, one of the belts flew off, I couldn't see it until I had the body work off, but I thought I had burnt the clutch out.
Not sure if thats any use tho as I know nowt about Hayters drive system.

Depends on the make of clutch but some have an adjustable air gap that has to be kept within spec - usually three aero nuts and three slots to poke the feller gauges through. An image of the clutch in question will help.
With the engine off and someone on the seat you should hear the clutch pull in when it's operated . If you don't hear anything try battery voltage applied directly to the two wires entering the clutch .If it pulls in with a direct feed check the supply for a relay or safety switch problem. If it pulls in but doesn't drive under load the chances are that it's knackered. The bearing only comes into play when its disengaged .
