If you are measuring it with a modern digital multimeter with an input impedance of probably 10 Megohms, the 8V could be an induced voltage, so it will show as 8V on the meter but it wouldn't be capable of supplying any current at all and even lighting an 8V bulb, or lighting a LED fed through a resistor which would light up from an 8V battery voltage or power supply.
