Is this causing it to dribble into the pan, leading to it re-filling every so often? Mine (also a SIAMP) is doing similar, and I keep putting off fixing it. I've seen a video showing how to clean the washer, but when I tried to remove the fill valve by twisting it, I couldn't get it to move. I've since seen another video that suggests I need to push down and turn, and I'll have to try it soon.

 the cistern is mounted so far forward it traps the nut against the pan.
