Thanks all, I'll pass info on.

He told me that he can run a cable down the fence but hes not allowed to go across the walkway between the flat and fence! Not allowed to dig their path up.
I did suggest having a plug on the cable and just plugging it in when in use but he can't do that either!

Stick it on a pole to go up 8ft maybe, then across the walkway? He could even just have the pole locate in a pocket when in use, pull out and lie down out of the way and have a junction at the base - then pull the cable back up again to the flat.

I reckon when a saw bench starts screaming when he’s ripping lengths a silenced gently will be the least of his worries!!

Honda did a suitcase one called a whisper or something. They are popular with caravanners (legit ones) and horse show people

some campsites require a silenced gent so they are out there.

I bought one of the honda generators it was no good to run the American RV we used to live in so I purchased another big genny 4.7 kVA or summat like that it was good but still can hear it in a shed that I put it in but you can still hear it say 30yards away so if he's flat his near others it might be ok in winter if folk have windows shut but in summer it would annoy people if it's running for a long time the only alternative is issue ear defenders out to all the neighbors
so they cant hear it

Tell him to get the noisiest generator he can find and take the silencers off, run at unsociable hours the awkward neighbour will soon dig up the path himself to get some peace
