Checking spec of 2nd hand machines

Browsing fleabay for second hand migs I always look for pictures of the ratings plate and thought I understood them but just seen one that threw me. I was under the impression that the top line was the range of the machine e.g. XX amps/XX Volts - YYamps/YY Volts. However I've just seen one that starts from 12A @13V never seen one with such a low minimum current, am I reading it wrong?

It definitely won't be 12A minimum unless it's actually a TIG and not MIG. Do you have a link to it? Feel free to PM it to me if you'd rather keep the listing to yourself.

Was it a Kemppi Minarc Mig or similar inverter welder?
