out of date cement is fine, you just have to be sensible about how you use it.

mix up old lumpy cement to render or build your house ? no thanks ( i'd hope ) that wants nice fresh decent cement as it needs to work nice and your going to be handeling it.

concreteing a barn floor, so about those pallets of lumpy old cement just how meany do you have ? wang a bit more in and mix it a bit longer

When I was buying pallet loads of years out of date cement none was lumpy at all except for those one or two bags where they had been torn in transit.
