Hi Dave, welcome to the forum 
The dials and switches should be pretty straightforward to work out, the biggest one should be the welding voltage selector (power), you'll have one for wire speed, maybe a switch for spot and stitch welding and timers for both of those. Post a pic of the front panel and we can advise.

CEA is a good brand from the limited experience ive had with them.
As for manuals,, not sure
Controls, the standard switches/knobs welders have....id imagine....is it an electronic one, a few extra perhaps.
If you can, post a nice clear picture of the control panels and symbols, and we will have it worked out in no time at all i expect.
