Not trying to be funny, but have you had your eyes properly tested (not just the "can you read the bottom line" type test but one that looks into your eyes)?
I notice the newer cars do 100% have more of a dazzle effect oncoming but from behind?
Is it reflecting off your mirrors (side and rearview)? as I am sure you are probably aware but most review mirrors have the "dip" function.
They do nothing for me other than turn my vison yellow. The glare, flashing from behind etc.. is still there, infact its more annoying.Have you tried yellow glasses as yet? They really do help making headlights more tolerable.
Wasn't it soapy water, as in fairy liquid and water and squeegy the film on.Seen a few detailed YT videos and think my chances will be fairly good. I shall try it later on the small back window if the weather stays dry.
However for shrinking the film against the outside, they say to rub a drier sheet against the glass. We have never used drier sheets, is there any other common chemical for the purpose, to stop the film sticking.
