Car/buggy charging socket standards?

I've found what I think is a dangerous electric buggy charging lead/socket on a site last week, I removed it and reported it to one of their managers, the sxxt has hit the fan now as they can't use the buggy
I can't find any regulations on how deep the live parts of the socket should be but I'm sure it should be deeper than this!


Yes that's mains voltage just under my thumb in the top picture.
I've searched for the standards on 60309 "commando" type industrial sockets but can't find anything on how deep the live pins should be.
This comes from a £20k + electric buggy they use around site so it's not some cheap ebike, it's predictable made in China and according to the literature it came with it has "European compliance"
Does anybody have any knowledge on this subject to help me?

The live and neutral pin receptacles on a supply side trailing Commando 16A connector are about 18mm below the surface, plus the connectors are normally fitted with a protective sprung cover. On the male connector, the pins are almost flush with the surface.

Looks much the same as a regular ev charging cable although I thought they had coms so they are not at high voltage until they are actually connected to the car

Is that a standard 60309? Never seen that flat on the side before.

There's what looks like a plunger in the bottom photo. Does it only connect the mains to the pins when that's pushed in, or are they permanently live?

It's permanently live.

Any clue on the plug or socket, normally should be labelled as to what it complies with.
If it isn't, it probably doesnt.

I think you made the right call IMO.
Any chance you can replace the plug and socket with a standard commando panel mount?

There's the makers name on it and a load of Chinese writing, no CE or BSEN numbers that I could see.
As for replacement, the female socket is built into the side of the buggy so without modification it's not possible.
I'm not getting too involved, head down mouth shut...

In terms of compliance if the wall socket or fixed installation parts are upgraded to be compliant, including the plug on the end of the cable for the "car" then does the management have to accept responsibility for how the safely connect and disconnect the device beyond that?

Essentially that you sign off the outlet and their equipment is their responsibility after that? May be the only path forward in this case....

Is that cable permanently connected to an isolator and if so can be it be changed to a commando socket and fly lead scenario.

It was plugged into a 16A command socket so is safe now.
As far as me testing it goes I only test to the end of the fixed installation socket outlet in this case a waterproof RCD socket.
This buggy socket had a 13A 3 pin plug on a short piece of flex.
