Hydraulic PAS version, which is the early one with horn button in the centre and red embellishments. The Non PAS was a pair of horn buttons on the spokes by all accounts.

I've never heard of the dual button steering wheel being fitted to non-PAS equipped cars specifically, my understanding is that it was fitted to all early cars before being replaced by the single button version. I seem to recall this was itself replaced very late on by a version with no red ring, I may be imagining that though. It would make sense as they dropped the bright red exterior trim on the last cars.
Mine has the dual button version, August or September 1983 build (I can't remember which) and it has PAS.
I got this info from my brother. He was a salesman at GK Ford of Chesham at the time. This is his recollection and it aligns with the cars I have seen, although the later ones all seem to have the large centre horn button.
Having said all that, this is Ford we're talking about. They probably just used whatever was in the parts bin at the time. Have you seen the amount of variations of hydraulic PAS they used? Pump on the left (Capri 2.8i) or pump on the right (Granada 2.8i) or lower pump a-la Scorpio on later 2.8i cars etc. So many variations.
The spec of the cars was wildly variable too. Sunroof or not. AC or not. Heated seats was super rare, a very few with rear seat belts, mostly the last before the XR4x4, headlamp wash - almost non existent. This one has PAS, Sunroof, heated front seats, but no central locking, no leccy windows etc.
EDIT. Has yours got the bronze tint windows? Extremely hard to get hold of now. Green tint or clear are relatively easy but of course this one has bronze. And we have to replace the tailgate which has rotted out round the glass. Let's see if the autoglass chappie can get it out without breaking it. Oh, and the red lines surrounding all the trim like the binnacle etc disappeared on the B reg cars. So getting door cards for leccy windows which have the extra red trim is nigh on impossible.
No mine are clear. I have some spare glass actually, no tailgate glass though unfortunately. I can't remember if any of that's tinted.

You're right though, Ford would use whatever was laying around so if you have a car built near a 'change' date it could have came with anything!
Ok, I had a poke around again as we are stripping the car out to a shell now. The sills are gone, all 3 on both sides. Some stuff in the engine bay and now discovered the boot floor needs work as well.
The main assemblies coming off now are
engine, box, front crossmember and front suspension in one go.
rear subframe with everything on it in one go.
doors, which seem surprisingly good
bonnet, also very good.
sunroof assembly to get the weight down
tailgate is goosed and has to be replaced, but should I take it off now? Or weld it shut to help keep the body rigid while it’s on a spit?
a couple more bits. Boot floor is easy enough.
But whoever “welded” the various bean can parts into the wheel arch needs to be shot. Clearly structural and barely even tacked in properly, never mind welded structurally. Absolute w*nker.

Your’s has exactly the same issues mine has, if it wasn’t for the colour I’d be checking it was still in the garage!
I wouldn’t bother welding the tailgate shut, just brace the shell in the usual way(s).
As far as I’m aware the boot floor repair sections (for the area in your first photograph) are no longer available (let me know if they are though!). I have a NOS one for one side which I plan to use as a pattern to make two more as they’re symmetrical and I’d rather keep the original. If you need any dimensions etc. let me know.
