Normally the centre brass screw comes apart easily. Not on this pair. Stuck solid. Grubscrew has been removed.
    Any ideas?

They can be a nightmare, you may find that bolt has been threadlocked and now set hard as glass.

Heat will help if it is and the only way you'll do that without destroying them apart is with a soldering iron. At this stage while it is resisting, I'd probably also make up a tool to get a better grip. A screwdriver with an offset pin, effectively it will look like a plaster cast of what you've got there, complete with a ring around the outside so it can't slip. I'd also have that firmly held in a vice.

Did you check the other end for a cap and locknut?

Not in the centre. There was a locking grubscrew which was removed.

There is a plastic cap the other end which may conceal a coconut. Can't get that off either. Will post a piccy of it.

Yes that is the one removed. The larger hole is blind at the bottom.
