I seem to remember @brightspark on tramadol for back ache or similar?
No disrespect @brightspark .
I spent 4 months dribbling in bed on Tramadol, with broken ribs.
Don't remember 90% of it.
Watched alot of SNNC, which was great, but don't remember anything.

I'd get them held glass down and dribble acetone/atf mix into that flange, leave to soak for a day or two [repeated applications] then gently tap on those 'ribs' with a using a punch - hopefully they would unscrew and free the glass as a starting point.

One of these rubber strap oil filter tools might work and shouldn't mark anything.
Another trick I've found when dealing with seized parts is a run through the ultrasonic cleaner although I don't know if putting that in the ultrasonic cleaner would be ok, I've never tried putting anything with glass like that in one. I've used this on seized bike parts before and it's worked really well, I'm not sure if it's the heat cycle or the vibration from the ultrasonic action or a combination of the two but it's worked for me a number of times.

Marine lights are red one side but green the other.
Obviously these might just be both for one side but marine lights normal have a restriction on the viewing angle. These look like 360deg.
Antenna/mast marker, maybe, but the switch is going to be a bit awkward to use up there so don't see why it would have one.
Looks like a rotating beacon shape. Wonder if there is a motor in the base?
Vehicles carrying explosives in quarries have flashing red 360 lights.
Red is good for night vision as well, fit to something that moves down a mine? Vehicles or maybe a conveyor?

I got impatient! I used a pair of the Visegrip chain wrench on the ring and eventually got it moving.
As a few of you said they are electric, so as there are no holes for a cable, as dobbslc mentioned they must be nos and not drilled for a gland. As hotponyshoes says the knob on the side is a extension to a switch that is in the bulb holder (the bulb holder has corroded off was loose in the bottom)
