Wax is a really good protective coating... tends to creep into crevices, and self heals in response to minor damage - and doesn't require special surface prep.. So is ideal for retro fitting to existing structures. New build stuff made under carefully controlled conditions may well have better options.
Presumably you could but it would be difficult to get even coverage. When I have bought replacement car panels they have a black coating which I assume provides rust protection on the inside, so painting with top coat isn't necessary. Also for the minimal extra rust proofing it supplied it wouldn't be cost effective. I am assuming you mean during a restoration process as opposed to why don't they do it in the factory.
If it's clean and you are sure you can get a good coating on everything then maybe a good idea to spray epoxy primer but if you can't then you could make areas which aren't coated or where moisture can get under the paint because it hasn't bonded well more prone to rusting out more quickly.

The black coating on replacement panels is to stop them rusting from moisture in the air and does little to protect the panel in use, clean off as much as you can and give it a coat of epoxy primer.
Funny you should ask this at this time, serendipity. I tried to spray epoxy into an open ended chassis member (sealed at other end) yesterday using a mini gun. I couldn't get it more than about a foot int the rail, probably due to back pressure. I wound up putting the handle of a paintbrush into a length of tubing and painting the rest that way.
I will try on the next one with a cavity schutz gun loaded with epoxy primer.
Real problem is removing the rust more easily.
if its clean and keyed then yes no problem if theres good access like say a brand new door , but sills and chassis memebers you would struggle to get to them
any decent cavity wax will work well on new clean metal..its when folk spray it in rotted sills and expect it to turn back time that it fails them
