That could possibly be the date it was made. It's unusual for manufacture dates to be added though, so I'm assuming that was some significant date but possibly not related directly to the year of manufacture. From what I've heard though, they stopped using Hampton on the vices and just used Record quite early on, (probably somewhere between that date and the end of WWII), so it's definitely got a good few years on it. That's only the second one I can personally recall seeing with the Hampton name on it, so they're not overly common. That one is definitely worth looking after. The numbering system for that style changed later on too. That's what would be the 2* series in the Record range.
CW will probably be able to add more. I must admit that I've never paid too much attention to Record history personally.
