First thing - with mains electricity both wires are negative, and both are positive. It's AC, they swap 50 times a second. I would expect almost any modern piece of equipment to not care which way round it's connected, and to have a completely isolated chassis so that it doesn't fry you if you touch it...
As to running off a 13a socket - yes it should, but I would expect a possibly short fuse life if used extensively at the very top of it's range.
