Brushing and spraying are two very different situations.So why is the HSE providing information to the contrary?
If you can smell it you are getting exposure, if you mix it you are getting exposure if you are close to it you are getting exposure.
It will be infinitesimally small amounts but thats the problem with dealing in absolutes.
If there is no safe limit why are they saying it's OK for limited exposure for 30min a day.
If this is "no" exposure why not have it for 8 hours a day 5 days a week?
I agree spraying will produce many many more times more exposure, but when I’m mixing it or brush painting it I, just wear a mask anyway.
If spraying I use air fed.
I am not proposing anyone does this but I would argue, spraying a small amount in a well ventilated area (say out side on a nice breezy day) with a proper mask would result in lower exposure than brush or roller painting a litre in a restricted corner (say under or inside a car) on a still hot day with no PPE.
As noted in the HSE document you need to make your own assessment and the OP does seem to have it well covered.
