Here in Italy already are
As increasing the power 10% over stock ,no OEM exhausts, bigger rims than what's written on the registration, darkening windshield and front windows.
Applying pedal pads , everything about brakes is not allowed .
Roll cages, racing seats/seatbelts, racing steering wheel if applied on a car originally equipped with airbags.
Air filters of any sort .
Lights under the car and inside the car , additional lights on the front , coloured lights, led lights where not originally equipped.
I think you can wash the car without permission once in a while.
But you can install a rear spoiler cause it's a roof rack for the law over here .

The biggest difference between Germany and Italy is that
In Germany you go to the MOT saying.
I've done this ,this and this, according with the regulation X Y Z .
They check if it's correctly installed and can be street legal or not.
They get paid for checking and if the test is passed, you get the paperwork done and you are free to go .

Here in Italy, you have to get the permission from the brand who made the car (and that's all you'll never get it)
Then you have to show a project made by a mechanical engineer
Then you have to apply all the modifications (all certified stuff no custom stuff allowed)
Then you have to pass MOT.
And even after all this stuff if you manage to pass everything there's still the risk of not getting the homologation .
And you obviously paid a bunch of money...
Ohh they can even decide to put your car under the press .

Anyway you can for example take a normal Fiat Uno 45hp take all the parts you need to make a Uno turbo IE , and get it homologated in seconds because the frame was built for those components no problems

I can’t see any trouble with these the busses have them all over the side and rear windows over here in Canada although I have never seen them on the front before

Main issue over here in Italy is that
police can recognise the driver .
That's also why you can't wear an helmet on the road.
That's also why why 4 (or more ) points harness are not allowed.
Imagine in a crash the driver's head flying out the windscreen.
No helmet, no hans ...

I liked the original Scirrocco.
Anything from the "Eurobox" electronics era leaves me cold (a sign of my age I suppose).
Most interesting car I saw on YouTube recently was a modified Citroen 2CV with a BMW R1150R bike engine in it.
I'd enjoy owning & driving something like that 100x more tbh.
(But then, the lad who just bought that VW would no doubt see the 2CV as an antique deckchair with no equipment & a lawnmower motor)
