Depends how much damage they did to the wall installing the fence...If it’s on the neighbours land then his daughter has no say about the fence. I’ve always shared costs 50 50 with wall/fences with my neighbours.

Looking at the pic. Through the gate it looks like a wall continues parallel to the path.Looks the other way. Putting soil between the walls is going to rot out the timber fence.
It is common practice for the good looking side of a fence to be facing away from the owner.
As the owner of the fence/land, it's easy to pretty it up from your own side. If you point the ugly rails at your neighbour, they would not be allowed to do anything to it.
