Are you sure?
The regulator probably wouldn't pass liquid, but even if it did when it boils after the reg. the pressure would be far in excess of the reg settings.
The heaters used on CO2 heat the gas passed through the regulator after it has boiled off inside the bottle. Heating is sometimes necessary to remove the chill from the gas.
As Pedro says, try to exchange it for a conventional bottle.
you should be able to use it upside down. The bottom of the syphon tube should then be above the level of the liquid.
