Not sure on the readings you are getting from the 2n3055's as in the past I have just done a comparison with a known good device and that would be out of circuit as the other components connected around and to them will generally give false readings.
With ref to your powering up "the bad news" The contactor pulling in at power up seams to point to the trigger part of the circuit being stuck on. No wire feed may be a fault with a separate part of the circuit. It might be worth checking the wire connections on the wire speed control as the solder connection can become dry jointed. Can you post up a pic of the underside of the pcb.
Also you have repaired the burnt out bit of track I take it!
