What is it you are securing Al?
You can get expansion bolt sort of things for tarmac.
Generally, a good bit of resin will get you out of trouble though.
It varys, depending on who did it and how, sometimes you drill through and its solid concretye underneath, othertimes, you get through an inch or asphalt/tarmac, then its just loose rubbish.
If it needs to be proper secure, best way imo, is to cut a section out, do a concrete pad, below the surface, then patch.

It is to secure a box/cover over an outdoor air-con unit. It is a steel frame with panels of louvres in reclaimed oak on the sides / top.
I say 'it is', but I'm actually going to make it this weekend...
Hmm, still not sure. Concrete is a no-no. This is supposed to be a 'sympathetic' installation of an industrial device in a listed-building type setting (hence the oak etc) with minimal impact.
I might drill a hole and see what happens, or I might bolt it just to the brick wall behind and 'sit' it on feet on the tarmac at the front. The slight issue being it is in a driveway down the side of a building and needs to be vaguely car-proof.

Can you design the base of the frame to go under the air-con unit then secure the "wooden" part to the base?

Usual method for tarmac is expanding rubber sleeve anchors, similar to these.
Or screwfix do a universal resin, A while ago i made and fitted a load of parking bay markers for a clinic, all fixed down with a combination of these two methods, using the resin where the surface was a bit flaky, they're all still standing.

If there is concrete underneath then use expanding rawl bolts into the concrete with a piece of conduit to sleeve the studding through the tarmac. If it's just dirt/compacted rubble then the rubber sleeve bolts or resin or just plain thunderbolts, especially as it's just a cover not supporting anything.
if it is round a house does it have a concrete path for a part of it and tarmac for part of it if so use thunder bolts into the concrete and then resin on the tarmac but if it was me i would turn the brakets in and concrete it to the size of the cover and then the concrete wouldn't be showing
